Was on my rounds today and walked past a lady in her front garden with a bin bag. She told me a car had just gone past and someone had thrown a dirty nappy into her garden.There are some right dirty gets about. But can you change a baby when you drive? I know you cant use a mobile.

Not if it causes you to drive without due care & attention etc.
Might have been a passenger doing it.
