| Sounds good to me Kiki! :) In Manchester they have a ban on chewing gum being thrown about and they will fine people that do! You will know if it works when people start to be fined,how much would throwing a dirty nappy cost? |

| It can only work if it is seen to be enforced, the ideal solution would be to get the parents to lead by example. I was brought up to put my rubbish in a bin, or if I couldn't find one bring it home - Mean't I usually came home with a pocketful of sweet papers, but my mum knew I was not throwing it away in the street. I still do it today, and that's without the threat of a fine.

| I always take my rubbish with me & make sure my kids do too. Only if it's quickly degradeable would anything get thrown into grass etc. As for on the spot fines, thats a super idea. Won't make a jot of a difference though as there will be noone around to enforce it. |
