Doesn't sound like any of the above....
Depends on which traffic warden you get to the rules too. I was parked behind the Mobility shop in the bays that say "Disabled, reserve for Mobility Shop users" and I came back even though my badge was displayed properly to a Warden trying to ticket me as I didn't have a sign up saying that I was a Mobility user.... I thought the Point that I had a blue badge said it all!!!!!
