Bush no, not specifically.
The US government, yes.

Although it's hard to find someone to blame, someone in the government past or present has failed to take heed of the warnings that N.O. was only protected to a category 3 storm.

With the onslaught of a cat 5 one it could not be protected.


What I find hard to understand is why they did not have big reserves of food/water/blankets etc ready & waiting for sending to disaster areas.

It's not like they never get hurricanes etc.

Although... it's not just the US that has land that can easily be under water.

We too have our own, Canvey Island in the mouth of the Thames is below sea level, there are great big sea walls surrounding it yet if we got a big enough wave it too would be swamped (as it did in the early 1900s). The residents all live on comparative fear of one day there will be another flood, would the UK have the resources available to give immediate aid? I doubt it.

If the Thames barrier was to be used in anger, to do it's job then Canvey island would suffer from the backwash, although maybe on a smaller scale than New Orleans being only 2x3 miles big (ish).

So we are not much different.
