I reckon that the management team within the Environmental Services Division of Burnley Council make these decisions based upon weather forecasts supplied by the Met Office. These forecasts are generated with the assistance of roadside weather stations located around town. They can also get live data from the weather stations at any time to assist with their decision-making.
I nearly peed miself laffin when I eventually found it, I'm going to place a notice on it cos theres nothing written on the post (I'll probably put somet like "Windy Millers Place, leave mail at NO. 33")
