I can now confirm that what was thought by some to be a weather vane/station at Gannow Top in Burnley is in fact a Mobile Phone Base-Station Mast. The type of mast is a monopole due to its singular 'pole' type structure. A similar mast can be seen here:

A weather station is usually placed in a high ground rural area and uses satellite technology, it doesnt even need antennae, just a satellite type dish.
To get the location of the Gannow top mobile phone base station plus other nearby masts go the site below and enter waverley street then select 'waverley street Burnley' from the list and view the map to see the base-station on Gannow. Remember to Click on the Blue triangle on the map for the mast details.

Hope you're not dissapointed that its not a weather station. Mobile phone masts emit microwave radiation which tails off over distance, I just hope anyone in the Gannow area realises the potential danger these masts pose. If youre interested further the major organisation in Burnley is called
'Together Against Masts' and you can use your search Engine (eg Google) to find out more about the dangers from these masts.
