Detective Inspector Sion Hall said that attacks of this nature were rare.
He said: "Sexual assaults and indecent exposures are not a particular problem in Burnley.
"Three incidents in one morning does seem quite bad but we do believe it is the same individual behind them.
"There is no reason to be alarmed.
