It doesn't look like there could be enough dye in the scarf to cause that much of a problem. Maybe they got a faulty batch. I'venever had one of those particular bath bombs but we use lots of them from LUSH that have colour in and if there's limescale on the bath it colours the limescale but once you clean the bath it's gone.
Those snowmen look really cute.
